Mona M. Moon was named executive administrator of the State Health Plan
for Teachers and State Employees in April 2013. Moon joined the Plan as chief
financial officer in August 2008. She has responsibility for the day-to-day operations of the Plan, working closely with the State Treasurer and the Plan's Board of Trustees to monitor the financial condition of the Plan, implement quality improvements and maintain cost-effective programs for Plan members.Before joining the State Health Plan, Moon was chief business operations officer for the North Carolina Department of Health and Human Services, Division of Medical Assistance. She also served as principal fiscal analyst for the Fiscal Research Division of the North Carolina General Assembly.In her more than 20 years of financial management experience, Moon has held a number of other leadership positions in the private sector, including financial manager for Veritas Laboratories Inc. and corporate controller for Admiral Transportation Services Inc.Moon received a bachelor's degree in Business Administration and a Master of Science degree in Public Health from the University of North Carolina at Chapel Hill.
Lotta Crabtree, JDDeputy Executive Administrator and Legal Counsel
Lotta Crabtree is deputy executive administrator and legal counsel for the State Health Plan for Teachers and State Employees. Crabtree, an attorney and former registered nurse, is responsible for the oversight of contracting and healthcare compliance, healthcare analytics, and policy, planning and analysis. As legal counsel she works closely with counsel from the attorney general’s office on Plan litigation, serves as Secretary to the Plan’s Board of Trustees, and is responsible for ensuring that the Plan complies with all federal and state rules and regulations.
Before joining the Plan in November 2010, Crabtree served as the Plan's outside counsel as an assistant attorney general with the N.C. Department of Justice. She graduated from the University of Pittsburgh School of Law in 1999. Following graduation, Crabtree practiced as a medical malpractice attorney for nine years with the firm of Caroselli Beachler McTiernan and Conboy in Pittsburgh.
She also holds bachelor's degrees in political science and philosophy from Virginia Polytechnic Institute and State University and is a 1991 graduate of the Virginia Appalachian TriCollege Nursing Program.
Caroline SmartChief Operating Officer
Caroline Smart is the chief operating
officer for the State Health Plan for Teachers and State Employees.
Smart oversees the Plan’s pharmacy benefits, integrated health
management and health plan operations teams. She is also responsible for
oversight of the Plan’s customer experience team which includes
customer service and communications.
Smart joined the State Health Plan as
director of health plan operations in October 2010. Before joining the
Plan, Smart was assistant vice president for plan services at CIGNA. She
also served as assistant vice president for plan services, plan
services manager and benefits analyst at Great-West Healthcare, and as
senior claims analyst at Equicor.
Smart has more than 25 years of private
sector health care operations experience, including 13 years in
management. She holds a bachelor's degree from the University of North
Carolina at Chapel Hill.
Ira Protas, R.Ph.Director of Pharmacy Benefits
Ira Protas was named director of pharmacy benefits for the State Health Plan for Teachers and State Employees in January 2017. Protas oversees the Plan’s Pharmacy Benefit.Before joining the Plan, Protas, a registered pharmacist, was the director of benefit integrity for EnvisionRx Options, a national pharmacy benefit management (PBM) company, overseeing the fraud, waste and abuse, investigations and audit program as well as the pharmacy network compliance division. He also served as the manager of Envisions’ Medicare prescription drug programs.
Protas has over 28 years of PBM and pharmacy operations experience. He holds a Bachelor of Pharmacy degree from St. John’s University in New York as well as a Bachelor of Science degree from the State University of New York at Fredonia.
Ted Enarson is director of health plan operations for the State Health Plan for Teachers and State Employees. He joined the State Health Plan in February 2017. Before joining the Plan, Enarson served as the acting director of tax and benefits integrity at the North Carolina Department of Commerce – Division of Employment Security (DES), which oversees the state’s unemployment insurance program. Enarson began his time at DES as the operations manager for appeals and then served in the same capacity for Adjudication, Appeals, and Digital Document Management jointly and later UI Benefits (Adjudication, Claims, and Customer Call Center). Prior to DES, Enarson clerked for the Honorable Justice Barbara Jackson at the Supreme Court of North Carolina. Enarson received his JD, magna cum laude, from Campbell University Law School and holds a bachelor of science in business administration from the University of North Carolina at Chapel Hill’s Kenan-Flagler Business School.
