Recent legislation allows local government units to participate in the State Health Plan. Participation is limited to local governments for which enrollment of employees and dependents will not exceed 1,000 members. Retirees of local governments are not eligible for enrollment.

The enrollment limitation on total local government unit membership in the State Health Plan has been increased to 16,000 on July 1, 2017. A local government’s participation in the Plan is subject to that local government passing a valid resolution expressing its intent to participate and entering into a memorandum of understanding with the State Health Plan.

At this time, the Plan can accept application materials from local units of government for entry into the Plan on October 1, 2017 provided that notice of participation is received by June 30, 2017 and provided that enrollment does not exceed the statutory enrollment cap as a result of the notice.
